Why not the invoice plus 1%?
The fee is taken from the gross USDC you send, and the exchange rate is quoted when you fund. So an earlier estimate in the invoice currency is not the final USDC total. The review shows the total before you send.
When a payout can’t run
Some payouts can’t run yet, for example above a rail limit. The review stops them before you fund, so no money is sent.
Swaps provides the interface and transaction coordination. Bank payments are processed by Bridge, the provider for supported bank services, named before you pay.
